We are seeking a dynamic, experienced IT Procurement Manager with strong stakeholder and vendor management capabilities who is interested in transitioning into a Project Management Office (PMO) role. The successful candidate will play a key role in reengineering procurement processes, negotiating contracts, and supporting strategic IT initiatives through process optimization, project governance, and performance monitoring.Responsibilities of the Role:
  • Oversee and support strategic initiatives by working closely with internal stakeholders to enhance operational efficiency, ensuring alignment with the department’s strategic goals.
  • Lead efforts to review and optimize IT procurement, contract management, and vendor management processes. Develop solutions to streamline workflows, ensuring value for money, timely procurement, and fit-for-purpose agreements.
  • Act as a representative from the Project Management Office (PMO), supporting project managers to adhere to governance frameworks. Escalate any non-compliance issues to senior management.
  • Assist in refining project financials and PMO processes to comply with organizational standards and policies, while optimizing IT investments.
  • Develop and consolidate governance frameworks and procedures to maintain lean and robust project management processes. Support project prioritization based on strategic value, resources, and risk management.
  • Design and develop management reports, dashboards, and performance metrics to oversee financial, project, and portfolio performance, enabling data-driven decision-making.
  • Facilitate change management initiatives, ensuring smooth implementation and stakeholder buy-in.
Required Skills for the Role:
  • Bachelor’s degree in Business Administration, Finance, or a related field.
  • Minimum of 10 years of relevant experience, with at least 2 years in a senior supervisory role.
  • Certifications in relevant practices such as PMP, PRINCE2, Agile, Lean Six Sigma, or equivalent.
  • Demonstrated experience in process improvement, project management, PMO functions, change management, and IT procurement.
  • Strong business acumen with strategic planning capabilities.
  • Comprehensive knowledge of project management methodologies and financial metrics for IT projects.
  • Excellent analytical, problem-solving, and influencing skills.
  • Exceptional interpersonal, communication, and stakeholder management skills.
  • Proficiency in both written and spoken English and Chinese.
