Job Description:Location: Wanchai, Hong KongThis is a hybrid position primarily based in Hong Kong. It is an autonomous expert position that we're excited to recruit for!This is a key role within the second line of defence Compliance Team, within Computershare's three lines of defence operating model. It is a senior management role within the Compliance Team overseeing the AML/CTF compliance of Computershare's businesses including Share plan administration, Trustee, Company Secretary, and Share Registry services.A role you will loveReporting to the Head of Risk Management & Compliance, the incumbent will act as a Compliance Officer (CO) and a Money Laundering Reporting Officer (MLRO) and the responsible managers for the Company to manage the AML/CTF Compliance activities. Additionally, you will be monitoring the AML/CTF compliance related matters.You will also be developing, reviewing, updating, enhancing, implementing and monitoring the AML/CTF program (i.e. policies, procedures, controls and systems) to ensure its effectiveness and efficiency in related regulatory landscape. You will be responsible to monitor the regulatory updates and conduct timely relevant gap analysis to ensure compliance with the latest regulatory requirements, e.g. SFC and Companies Registry AML/CTF guidelines.Some of our key responsibilities will include:Compliance Officer's responsibilities
  • communicate key AML/CFT issues with senior management including significant compliance deficiencies where appropriate
  • provide AML/CFT staff training and ensure those training is adequate, appropriate and effective
  • Developing, implementing and reviewing the relevant AML/KYC Policy and Procedure
  • Providing support and guidance to Business and Operations units on implementing and complying with the established policy and procedures
  • Reviewing and concurring on customers' risk assessments
  • Reviewing and approving exception requests
  • Reviewing and disposing any matches in relation to Sanctions, Financial Crime and Material Adverse News
  • Advising on the need to exit relationships when identification information cannot be obtained and verified
  • Monitoring changes to local laws and regulations and make appropriate changes, if required, to the relevant policy and procedure
Money Laundering Reporting Officer's responsibilities
  • act as a central reference point for reporting suspicious transactions and also as the main point of contact with the Joint Financial Intelligence Unit (“JFIU”) and law enforcement agencies.
  • implement clear policies and procedures over internal reporting of suspicion and post-reporting risk mitigation
  • conducting investigation activities arising out of collecting and verifying identification information
  • review of internal disclosures and exception reports and, in light of all available relevant information, determination of whether or not it is necessary to make a report to the Joint Force Intelligence Unit (“JFIU”)
  • maintenance of all records related to such internal reviews;
Institutional Risk Assessment
  • coordinate to undertake IRA periodically in accordance with regulatory / group requirements
  • the IRA should consider the following factors:
  • country risk, customer risk, product risk and delivery risk
  • the development of new products and new business practices, including new delivery mechanisms
  • the use of new or developing technologies for both new and pre-existing products
Sanction Risk Assessment
  • coordinate to undertake Sanction Risk Assessment periodically in accordance with relevant regulatory /group requirements
What will you bring to the role?You will bring at least a decade of experience working in either an AML and CTF compliance capacity with proven experience in KYC and AML in a financial services institute or ideally for a SFC licensed corporate or a TCSP licensee. You will bring a strong understanding of the AML/KYC/CDD/CTF requirements - obtained from working in a SFC licensed corporation and or a TSCP licensee.It will be essential to have strong interpersonal and communication skills that facilitate open working relationships with staff at all levels in the business.Other key skills required for the role include:
