Our commitment to the long-term development of our business and our markets is articulated in our purpose: "To Connect, Promote and Progress our Markets and the Communities they support for the prosperity of all."Job Summary: Corporate Services is responsible for Real Estate management (strategic planning, lease transaction, project, design and construction management and facilities management); Corporate Security; Housekeeping; Mail Distribution, Documentation, Destruction and Storage; Catering Services and Reception Management.Reporting to the Head of Corporate Services, the Head of Corporate Security, Vice President, is responsible for ensuring a comprehensive and consistent delivery of physical security related services and measures to protect HKEX Hong Kong facilities, assets, staff and visitors. The HKEX Corporate Security team consists of 5 HKEX staff and is supported by a team of vendor staff.Job Duties:The candidate is required to have considerable senior level security related experience, including in crisis management, incident response and event management. The ability to work both independently as well as a team-player in often dynamic or fast-moving situations is critical for this position.The candidate is required to provide advice and recommendations to middle and senior management levels on physical security related matters and be able to build and maintain successful internal and external relationships and partnerships, particularly with the Hong Kong Police.The candidate should have experience in providing physical security related training and conducting table-top exercises or drills to enhance readiness and capability for security related incident and crisis management response.Responsibilities:Supports and advises HKEX senior management on physical security related matters that might impact the smooth continuance of HKEX business operations.Formulates and implements physical security policies, standards, procedures and preventive measures to protect HKEX group assets, staff and visitors and to meet regulatory requirements.Oversees and ensures the consistent delivery and application of physical security operations and services across HKEX Hong Kong facilities to identify and mitigate physical security risks.Undertakes long term strategic planning on security related initiatives and enhancements.Reviews and improves security processes and activities, taking into consideration new technologies and tools.Ensures that security related incidents are promptly managed and escalated, with timely and accurate incident reporting and submission.Provides necessary security related input and support to HKEX stakeholders, project teams and for risk-related functions including internal Audit, Compliance, Information Technology Risk and 3rd Party Vendor Risk.Maintains strong working relations with HKEX senior management, internal partners or stakeholders to identify and mitigate physical security issues or risks.Establishes effective levels of liaison and cooperation with HKEX external agencies (particularly the Hong Kong Police) and other external stakeholders for timely incident or emergency response, support and coordination.Responsible for managing and overseeing Corporate Security related budget and cost management matters.Ensures effective vendor management and quality control in accordance with Service Level Agreements and contract requirements.Coordinates and collaborates with the Central Procurement Team for all security related procurement requirements.Provides and arranges security related training and guidance to ensure security staff are familiar with their roles and responsibilities as well as policy and procedural requirements or incident and emergency response requirements.Collaborates with CSD team members to provide security related assistance and support, particularly for incident management, reporting, escalation and resolution.Proactively promotes the professional development and upskilling of the Corporate Security team and encourages process improvement initiatives.Supports HKEX Corporate Social Responsibility programs and initiatives addressing environmental issues, ethical responsibility including diversity and inclusion, philanthropic endeavors and financial responsibilities.Event Security ManagementWorks closely with the HKEX Events Team to provide necessary security assistance and support for any events or activities taking place at HKEX Hong Kong premises or at designated off-site locations.Responsible for overseeing event security planning, preparation and execution arrangements to ensure that security and risk concerns are identified, addressed or mitigated.Provides on the ground security team leadership for major or large-scale events with senior Government officials or VVIPs attending.Establishes appropriate levels of liaison with HKEX external agencies (including the Hong Kong Police) to identify and mitigate physical security or event management risks for timely incident response, assistance and coordination.Prepares event risk assessments to ensure adequate security arrangements are in place for major or large-scale events, whether taking place onsite at HKEX facilities or offsite, involving senior Government officials, dignitaries or other VIPs.Closely monitors protest related activities or actions impacting or affecting HKEX Hong Kong premises and maintains close communications with Hongkong Land and the Hong Kong Police as needed.Ensures that sufficient manpower deployment is arranged for events and protests and that security staff are fully briefed and conversant with their roles and responsibilities.Provides appropriate training and drills on incident procedures to be followed in the event of an emergency situation taking place during an event.Requirements:Between 10 – 15 years proven senior management level security related leadership experience (corporate / military / law enforcement).A diploma or degree in a relevant discipline or field (criminology, law, security, risk management, safety management).Applicable industry certification or qualification (e.g. CPP Certified Protection Professional) an advantage.Membership of recognized industry groups or bodies (ASIS, the Security Institute, etc) and an established network amongst security professionals in the Region.Knowledge of physical security, emergency response, crisis management, disaster recovery operations, risk management and business continuity related principles and processes, including organizational planning, co-ordination, and implementation.Knowledge of Hong Kong related laws, legal codes and procedures.Experience in security systems, guarding services, vendor management and conference or event security and executive protection.Computer literacy and proficiency in Microsoft Office applications (e.g. Words, Excel, and PowerPoint).Good analytical and problem-solving skills with good conceptual thinking and a positive attitude.Able to work independently with limited direction and to work under pressure and take decisive action in fast moving or uncertain situations.Ability to produce well written reports for senior management.Able to develop and maintain good working relationships and cooperation in multi-stakeholder environments.Strong leadership, teamwork and partnership building skills together with a helpful can-do attitude.Confident and effective verbal and written communication, presentation and training skills.Self-motivated and proactive attitude, particularly when identifying or managing issues.Displays and demonstrates initiative and determination.Excellent organizational and change management skills, with good interpersonal and organizational skills.High level of demonstrated personal and professional integrity, candour and confidentiality.Willing to work outside office hours, weekends and public holidays, if required.Proficiency and fluency in written and
