Posting Date: 2025-09-04Education BureauDivision/Section/Unit: Office of the Secretary for EducationResearcher (EDB/SEDO/195/25)Job Description(a) To undertake research and prepare research papers on education policies; (b) To draft speeches, articles and the content of other publicity materials; (c) To liaise with Government bureaux/ departments, community organisations and other stakeholders; (d) To draft replies to public enquiries; (e) To perform any other duties as assigned by supervisors; and (f) Work on irregular hours and overtime, including evenings and weekends, may be required. The actual hours of work may be varied having regard to the operational needs of this bureau.Requirements(a) A Hong Kong bachelor's degree, or equivalent, preferably in education, public administration or other related disciplines; (b) Met the language proficiency requirements of Level 2 in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent [see Notes (ii) to (iv)]; (c) Good command of both spoken and written Chinese and English; (d) Have at least 6 years of full-time post-qualification work experience, including at least 4 years of writing experience in the area of education or public policies with good track records; (e) Possess excellent communication, organisational and presentation skills, self-motivation, ability to work independently and responsibly; have effective research skills, including the use of online resources; experience in writing up research reports preferred; and (f) Have good understanding of the education policy, government system and community affairs; experience in liaising with education and community organisations; as well as knowledge in photography, graphic design and video editing software preferred.? Note: (i) The application period for the post of Researcher is from 4 September 2025 (Thursday) to 10 September 2025 (Wednesday). (ii) Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE) is accepted as equivalent to Level 2 in the Use of Chinese (UC) paper of the CRE. Level 5 or above in English Language of the HKDSEE is accepted as equivalent to Level 2 in the Use of English (UE) paper of the CRE. (iii) Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE) is accepted as equivalent to Level 2 in the UC paper of the CRE. Grade C or above in Use of English of the HKALE or in English Language of the General Certificate of Education (Advanced Level) (GCE A Level) is accepted as equivalent to Level 2 in the UE paper of the CRE. (iv) An overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test is accepted as equivalent to Level 2 in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period.
Terms of Appointment: Successful candidate will be appointed on non-civil service contract terms for 19 months.Remuneration$64,780 per month
Fringe Benefits (a) 14 days annual leave and full pay sickness allowance whereas rest days, statutory holidays(or substituted holidays), maternity leave/paternity leave, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance. (b) A gratuity may be granted upon satisfactory completion of the contract with consistently high standard of performance and conduct.
