(1) Leading HKPF traffic projects to ensure deliverables meet quality standards and deadlines.
(2) Forecasting and securing resources for new HKPF projects.
(3) Managing and supporting existing HKPF application systems (e.g. TES, e525, e570, e284a, ANTECS, etc.).
(4) Advising on risks of the new projects and existing application systems throughout their lifecycle.
(5) Coordinating with contractors, vendors, and stakeholders (internal users & government departments).
(6) Managing team members and contractors.
(7) Recommending IT strategies and policies
(8) Managing Government Cloud Infrastructure Services (GCIS) for HKPF projects
(9) Overseeing system capacity testing.

Requirements The candidate shall possess the following mandatory technical and non-technical skills:
(1) Solid experience in System Implementation and Maintenance/Support.
(2) Solid experience in Project Management.
(3) Solid experience in People Management
(4) Solid experience in Software Testing Management.The candidate shall possess the following domain knowledge:
(1) Expertise in Government IT & Public Services: Deep understanding of the process, standards, and unique challenges compliance in developing and managing public-facing government systems, particular concerning security, scalability, and citizen access.
(2) Performance & Scalability Management: Proven ability to oversee and ensure system performance, including planning and analysing load testing, conducting system traffic monitoring, and guaranteeing solution can handling peak public demand efficiently and reliably.
(3) Cloud Infrastructure Proficiency: Strong knowledge of government cloud environments (GCIS), specifically Container as a Services (CaaS) platform, to effectively manage deployment strategies, resources allocation, and integration within mandated government cloud framework.
(4) Security-First Mindset: Specialized understanding in the implementation and ongoing management of Web Application Firewall (WAF) solutions, ensuring robust protection for public-facing systems against cyber threats and adherence to strengthen government security policies.
(5) E-Payment Service Acumen: Practical experience managing projects involving e-payment integrations (e.g. FPS, online payment, PPSB, etc) within government services, understanding transaction security, reliability, compliance, and user experience requirements.
(6) Hong Kong Contextual Awareness: Specific familiarity with Hong Kong&;#8217;s traffic patterns, demographics, and digital service usage to inform project planning, system design, and effective user adoption strategies for government digital services.Security vetting by HKPF is required

- Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
- At least 13 years' post-qualification experience in which at least 8 years' relevant experience in a similar post and in a comparable capacity.
