The Hong Kong Examinations and Assessment Authority (HKEAA) is an independent and not-for-profit statutory body. Its main role is to design, develop and administer the Hong Kong Diploma of Secondary Education Examination (HKDSE). It has also been conducting the Territory-Wide System Assessment (TSA) on behalf of the Education Bureau in Hong Kong since 2004, monitoring students’ progress in Chinese Language, English Language and Mathematics at the end of key Stages 1-3 and providing assessment data to schools to facilitate teaching and learning. In addition, it administers assessment projects and examinations leading to academic, professional or practical qualifications on behalf of international and local testing and professional bodies.Duties: Reporting to the Director, Examinations, Assessment and Research, you will lead
new initiatives of the Territory-wide System Assessment (TSA) including e-TSA pilots, the
TSA system revamp, digital delivery of the Listening and Chinese Audio-visual Assessment,
TSA Questionnaire Survey Study, and the potential use of AI in TSA test development,
scoring and feedback. Project planning and management is one of your key roles. In charge
of two teams in the division, you will also assist the division head in developing plans and
manpower resources, overseeing the relevant operations and staff progress, supervising IT
subcontractors in system designing and implementation and delivering results. You will be
involved in communication with senior stakeholders on TSA and coordination of the various
TSA committees.Requirements:
(a) A recognized Master’s degree in education or other related discipline. A doctoral degree
in education or related discipline will be an advantage;
(b) Substantial experience in the development and administration of large-scale
examinations or management of large-scale projects in the education sector and 12 years
of educational assessment management experience with at least 3 years in a senior
managerial role;
(c) Excellent and dynamic leadership, interpersonal and negotiation skill;
(d) Excellent communication skills in Chinese and English and proficiency in Putonghua
will be an advantage.Employment Terms: The remuneration package will be commensurate with qualifications
and experience. Appointment will be on a fixed-term contract with contract-end-gratuity,
MPF benefits, medical and dental care. Future employment may be offered on renewable
