Technical Manager (Architecture) (Public Enterprise)

• Managing the Solution Architecture pipeline of work reporting on this to the Portfolio Manager
• Ensuring that the Solution Architecture is created for each initiative and that this is aligned with the Enterprise Integration strategy, direction, and technical vision for each related system
• Work with Application Architecture and Application Development to ensure that the Architecture roadmap is updated and reflects the latest technologies and advances
• Lead in delivering the architectural design of enterprise scale, end-to-end solution for major projects; guide projects in their technology and vendor selections
• Lead in walk-throughs and reviews of systems requirements and system design
• Lead the resolution of technically complex, cross-system or long term issues that impact business operation
• Provide high level consultancy or advice to management and technical teams to assist in decision-making
• Monitor and track progress of work products to ensure delivery according to predetermined estimates and plans

• Have 10 plus years of experience in technology with at least 2 years of architectural responsibilities (solution or application architecture) and an university degree in Engineering, Computer Science, or related disciplines
• Have experience leading and managing a team of architects and analysts
• Have excellent knowledge of software development life cycle (from concept to deployment and support) across multiple methodologies in particular waterfall and agile practices with ability to apply these in an adaptive and appropriate manner
• Have leadership skills - be able to lead discussions as well as strong delivery focus.
• Have good stakeholder management, influencing, and communication skills (English written and verbal) at all levels in the organization
• Proficiency in Cantonese and Putonghua (written and spoken) is a strong advantage
• Have current and strong development skills is a strong advantage
• Strong knowledge and skills with: Java, Maven, Windows, Unix, JMS, XML, XSLT, SOA, REST, Web Services. Proficient with Confluence and JIRA and able to coach/mentor others in best usage and adoption.
• Knowledge and skills in the following would be an advantage: GIT, Jenkins, data grid technologies, API management products, SonarQube, Sparx Systems Enterprise Architect, IBM Urban Code, and Serena Dimensions RM.
