The Chief Executive Officer / Secretary General (CEO / SG) serves as the principal executive leader of the Hong Kong Red Cross, reporting directly to the Council. This role is responsible for guiding the senior management team in developing and executing both short- and long-term strategies that uphold HKRC's vision, mission, and values in both local and international contexts. The CEO / SG ensures a high standard of public accountability and drives organizational excellence across all facets of the agency.Key Responsibilities :
- Collaborate closely with the Council and senior management team to provide strategic, financial, and operational direction, setting priorities for corporate development and long-term planning.
- Define strategic goals and performance targets for all services and operations, ensuring alignment with policies, standards, and organizational principles.
- Safeguard financial sustainability by overseeing budgeting processes and fundraising strategy development.
- Strengthen the HKRC brand to reflect its mission, values, and strategic direction.
- Lead the development and evolution of human resources strategies to cultivate a value-driven culture, enhance staff competencies, and prioritize talent management.
- Keep the Council informed and provide recommendations on organizational performance, emerging opportunities, potential crises, and significant developments affecting HKRC's services.
- Support Council development through effective succession planning and governance enhancement.
- Foster and maintain strong relationships with key external stakeholders, including government bodies, funders, local service organizations, the International Red Cross and Red Crescent Movement, and the broader community.
- Bachelor's degree in any discipline; preference given to candidates with qualifications in management or social services.
- Minimum of 15 years of post-graduation experience in the NGO sector, including at least 8 years in senior leadership roles.
- Deep commitment to HKRC's humanitarian values and a strong understanding of global and local trends in disaster management and humanitarian work.
- Proven leadership with sharp analytical and conceptual thinking, complemented by creativity, adaptability, and resourcefulness.
- Extensive experience in people management, including building high-performing teams, driving organizational change, and nurturing staff and volunteer development.
- Demonstrated success in cultivating effective relationships across diverse internal and external stakeholder groups.
- Self-driven, resilient under pressure, and decisive in complex situations.
- Exceptional communication and public speaking skills, with a persuasive and confident presence.
- Excellent command of written and spoken English; fluency in Chinese (Cantonese and Putonghua) is essential.
