- Lead and manage a technical team handling system, network, database administration, and IT operations
- Oversee the design, implementation, and maintenance of large-scale IT infrastructure
- Provide technical advice and recommendations to project teams and stakeholders
- Design network architecture and system infrastructure for cost-effective and scalable solutions
- Ensure system security, backup, and disaster recovery procedures are in place
- Coordinate with vendors for system hardware/software delivery, installation, and support
- Develop and enforce technical operation procedures and documentation
- Work closely with vendors and customers on system infrastructure design and implementation
- Degree in Computer Science, MIS, or related disciplines
- Minimum 12 years of IT experience, with at least 6 years in infrastructure design and implementation, preferably in government projects
- Strong knowledge in network design, large-scale PC deployment, system security, clustering, SAN storage, and backup solutions
- Expertise in at least one technical area: system, network, security, data center, or storage
- Proven experience in delivering large-scale projects, preferably in the government sector
- Strong leadership, team management, and stakeholder communication skills
- Excellent analytical skills and documentation techniques
- Proactive, customer-focused, and able to work under pressure
- Good command of both written and spoken English and Chinese
- ITIL or PMP certification is essential
